Objective:

The Finance Manager will oversee the financial operations of the humanitarian NGO, ensuring compliance with donor requirements, maintaining accurate financial records, and providing strategic financial guidance to support effective program implementation.

Key Responsibilities:

  1. Financial Management:
    • Develop and manage the organization's annual budget in consultation with program managers and senior management.
    • Ensure adherence to financial policies, procedures, and compliance with donor regulations.
  2. Financial Reporting:
    • Prepare and submit accurate and timely financial reports to donors, senior management, and relevant authorities.
    • Consolidate financial data from various projects and grant sources.
  3. Grant Management:
    • Oversee grant financial management, including budgeting, tracking expenditures, and ensuring that grant funds are utilized in accordance with donor requirements.
    • Collaborate with program managers to monitor grant spending and prepare financial reports for grant-specific audits.
  4. Cash Flow Management:
    • Monitor cash flow to ensure that funds are available for program activities and operational expenses.
    • Prepare cash forecasts and manage currency exchange, if applicable.
  5. Financial Compliance:
    • Ensure compliance with local financial regulations, tax laws, and statutory reporting requirements.
    • Keep abreast of changes in financial regulations and advise senior management accordingly.
  6. Financial Controls:
    • Establish and maintain internal financial controls to safeguard the organization's assets.
    • Conduct periodic internal audits to identify and mitigate financial risks.
  7. Capacity Building:
    • Provide training and capacity-building support to finance and program staff in financial management, budgeting, and reporting.
    • Promote financial literacy within the organization.
  8. Donor Relations:
    • Act as the primary liaison with donors on financial matters, addressing queries and providing necessary financial documentation.
    • Assist in preparing donor proposals and budgets.
  9. Team Management:
    • Supervise and mentor the finance team, ensuring their professional development and performance evaluation.

Qualifications and Skills:

  • A bachelor's degree in finance, accounting, or a related field; a master's degree or professional accounting qualification (e.g., CPA, ACCA) is preferred.
  • A minimum of 4 of relevant experience in finance and accounting, with at least [X years] in a managerial role.
  • In-depth knowledge of financial management, budgeting, and accounting principles.
  • Familiarity with donor compliance requirements, including experience with humanitarian donors such as UN agencies, USAID, or EU.
  • Strong analytical and problem-solving skills.
  • Proficiency in financial software and tools, including Excel and accounting software.
  • Excellent communication and interpersonal skills.
  • Ability to work effectively in a cross-cultural setting.
  • Strong commitment to humanitarian principles and ethics.
